LONDON — The U.K. has been accused of breaching the Brexit divorce deal by failing to swiftly issue EU citizens with vital paperwork they need to exercise their rights.

Delays in obtaining certificates of application are putting EU nationals who settled in Britain before Brexit at risk of losing their jobs, homes and access to public services, according to campaigners.

The Withdrawal Agreement struck between the U.K. and the EU states that “a certificate of application for the residence status shall be issued immediately.”
